Can't make video call in from Japan on nest hub max

We cannot get this nest hub max to make a simple video call!!! We bought one in Japan to talk to inlaws, and it has been a nightmare. My wife and I have been added to my mother-in-law contacts, but it refuses to follow voice commands in English or Japanese. We are able to initiate voice/video calls from our android phones but cannot initiate from the nest hub max. We've already spent hours on this and it is really frustrating. Anyone else have this issue? 

Google isn't a consumer company (it just harvests and sells our info) so haven't gotten any support from their site or apps. Thanks for the help if anyone can. This seems to have b

I’m sorry to hear about the trouble you are experiencing when making calls. Let’s further look into it. What’s the exact behavior whenever you give a voice command on your Google Nest Hub Max to make voice or video calls? Does it happen to any contacts you try to call? Have you already set up calling on your Google Nest Hub Max?
