GOOGLE ASSISTANT Can Apparently Send TEXT MESSAGES in ENGLAND, but NOT in the U.S. WHY???

I WANT TO BE ABLE TO SEND TEXT MESSAGES BY VOICE COMMAND ON GOOGLE NEST MINI SPEAKERS ( 2nd  Generation ).  Watch this video:

Thanks for reaching out about using Google Assistant to send text messages with your Google Nest Mini (2nd Gen). I understand your frustration that this feature is not working for you, but I would like to figure out what the issue is. Please specify a little bit more about the issue by answering the next questions:

• Do you get an error message or code? 
• Are you in the US and you can't send text messages between states? 
• Are you in England and you can't send text messages to the US?

If you ask a speaker in the US to send a text message, it tells you it can't do that.
