Google Home will not enter setup mode after factory reset.

I am trying to get my Google Home setup after a factory reset. The device powers on, all lights go through the normal cycle and chime plays. It says “Download the Google home app to begin setup. " Afterwards all lights turn off and nothing is discoverable in the Google home app.

Open your phone's Wi-Fi settings, do you see a it's Wi-Fi setup network?
