Google Hub Max will not reconnect to my Home, says it is linked to another account

Hi

My Google Hub Max will not link to  Google Home system. It originally was connected ok, but at some point I realised that setting up a Google Home under a Workspace account was not such a great idea - at least in 2023 - and so I moved the home back to my Gmail account.

Now when I reset the device I can get almost completely through the setup process but it fails when linking the account, the error seems to vary from time to time but it normally gets past the link stage, the device says 'Almost done!'  and the app says Set up Google Assistant, cicking Next then throws a pop up saying 'Internal error encountered.' 

If I force close the app, it then appears as a 'Local Device', but I cant connect it.

I've checked other possible accounts and can't find it set up anywhere else.

Is there a way I can reset this link it seems to have and connect it as a new device ?

When you say you "reset the device", did you perform the factory reset of your Nest Hub Max described here?
