Google Nest boots to white flashing screen after factory reset

My google nest stopped playing News and Spotify so I thought I would attempt a factory reset. 

After holding down the volume buttons to force a factory reset the device it boots past the G logo and onto a while flashing screen with nothing else on it. 

I can swipe up from the bottom and adjust the sound level and brightness and look at the about page but that's it. 

I've tried multiple factory resets and it's still not working.

I've tried setting up the device using my phone but it still won't boot past that flashing screen.

Thanks, I've left if plugged in overnight and I noticed it rebooted by itself several times but still hasn't fixed the issue.
