Google home sets samsung soundbar volume too high

Greetings, 

I have my Samsung soundbar connected as a speaker (chromecast wifi) for playing audio. It has a volume range that goes from 1-100, but anything over 30 (30%) is very loud. 

When I say "hey Google, set volume to...", because it always assumes I'm asking for a volume in 10% increments, unless I remember to specifically say "x%" , then set to 4 will be 40% on the soundbar (instead of 4/100) which is too loud, and at that volume google can't hear when you try to turn it back down.

Is there a way to set a max level to stop accidentally setting high volumes or change the volume scaling?
