I have google nest hub max i bought it second hand used it like a week then save it as i have too many devices after a year i try to use it it's asking the previous owner need to remove the device or home from his account as i used it a year ago i suppose to be the previous owner and I'm using same account to sign up but unfortunately can't
And i don't know who is the first owner of this device as i bought it in market a year ago and successfully sign up that time but now i can't my device still new

Same problem. Did a factory reset on a Google Home Hub Max. Setup insisting that “To continue with setup, this device needs to be removed from its previous account. Ask the previous owner to go to their device settings and remove it.”
This is IMPOSSIBLE. So, now the Home Hub is garbage???

My device are ok now as i said i was using it so I'm the one supposed to be previous owner
So what was the problem i changed the fone device got removed cuz i stop using it and it was still sign in nest cam app and it was showing ofline can't remove from there i just uninstall my google home app and then i install again how ever this device start showing in google home and i was able to remove it and link again

If you are the previous owner it will take sometimes you will be able to use it again but if you just got it second hand or don't know the previous owner then it will give you tough time to registered it in my case i Bought second hand in june 2021 i think after the last update in feb 2022 google just stricken the privacy that's why even you reset google nest hub max it won't allow you to registered unless you are the previous owner etc.
