I had just bought a ceiling lights made by Google home and it is connected to my Google and it turns off and on when said but when told to change the color it does not but it changes the color for my other lights
And example would be: "hey Google change all lights to blue" (all lights but the ceiling light turn blue)
And another: "hey Google all lights on/off" (they all turn on/off including the ceiling light)

Reconnecting the Govee app to the Google Home app would be a good start.
