Greatest Hits Radio in Spain

Why is Greatest Hits Radio unavailable in Spain? I do have any problems listening to GHR on my Alexa New Echo Dot, there are also many other UK stations unavailable my Home Mini while the Echo Dot plays them without a problem. Is it time to buy another Amazon speakers rather than continuing with a currently very limited Home Mini.
