Individual accounts per nest mini

I have 2 speakers in separate rooms and I want to add them to the same home with separate accounts so that I can play music on each one at the same time but I don't know how to do that without creating a new home

I realized a solution to my problem would be to restrict access to members of household but I'm not sure if google has released that feature yet

This should work,we cast at our home (wife and I) on seperate devices all the time?  What happens when you try to cast to multiple devices?  

I managed to separate the accounts to have one account per speaker but one of the speakers cannot play music with voice command with my account that does not have yt premium

Ah so for YouTube premium music is limited to one device playing at a time, yes.

I'm aware of that and that's why I am trying to link a separate account so my yt premium does not interfere with another account. Problem now is that one of the speakers (linked to basic account only) cannot play music via voice command whether other speaker is playing or not

Strange.   Do you have voice match enabled? It may be confusing you and "you"

While there isn't a way to restrict members of the household from accessing different devices, you can always Manage home members
