Lights (Hue) that worked fine for me yesterday sorta don't work anymore.
On and off don't work at all. Whether I specify a room, a zone, or an individual light, anywhere in my house, Google Assistant tells me it doesn't know how to help with that... Doesn't matter whether I speak it aloud or type it in, from any Google Hub, Home, or my Pixel phone.
However, I can set brightness (to include 0%, which does turn lights off). I can also set the colors by voice. And everyone else in my house can say "on" and "off" just fine and that works. Everything else works (timers, shopping lists, etc.)
I've tried relearning my voice model, reconnecting Phillips Hue, etc. None of that works. This is very obviously a Google-side bug.

I have the opposite problem. I can operate the lights from any device just fine, but the hub keeps randomly changing the settings. No matter how or where I set the light color or brightness the hub ignores my setting the next time the light is turned on?

Plug in your bulb in the same room as your Google Nest or Home speaker or display.
Set up your speaker or display, if you haven’t already done so.
Open the Google Home app Google Home app.
At the top left, tap Add Set up device plus New device .
Select the light bulb you’d like to set up. Your bulb will blink when selected.
Where is this device? Choose what room your bulb is in.
To create a custom room, tap Add custom room and then type in room name and then tap Next.
Create a unique name. Type in the desired name for your bulb that you'll use for voice commands. It's recommended to use a contextual name like "reading light" or "overhead light." For best results, don’t include the room name in the light’s name (your speaker or display already knows which room it’s in).
Setting up your smart light. Your bulb may blink a few times.
Your light is ready. Tap Done.
Setup is successful. You can now control your lights with your speaker or display.

I tried this before I posted. This advice is great for someone that doesn't know anything about adding lights; that's not my situation at all. So, no, didn't work at all.

Thanks for sharing details about the issue here. I know how challenging it is when you're having issues controlling your Philips Hue lights using your Google Nest Hub. Good thing you have your Chromecast with Google TV devices that you can still use to turn on/off your lights.
To confirm, are you able to turn on/off the lights individually? Have you tried rebooting your Nest Hub and router to refresh the connection on your devices? Also, how often do you experience the issue?
@RyszardZ: Please check if you have an existing routine that may trigger the action on your device to change the color of your lights.

I appreciate your quick response. Could you share a video showing the issue so we have a better picture on what's happening to your device. Also, does the same issue happen when you use the Google Assistant app on your phone?

So, no advice in here worked... But the bug randomly fixed itself late tonight.. On/off works again tonight, even though earlier today it didn't, and nothing was done to change my configuration at all.

Nevermind.
I have three Google TVs with Chromecast. I spoke into the remote last night and that worked. Press the button, say "turn off the master bedroom lights" and it works.
Say "okay Google, turn off the master bedroom lights" and get "I'm sorry I don't know how to help with that."

Lights still work for everyone in the house but "on/off" for me. Brightness, colors, etc., all work for me. The Google TV remote doesn't work for me either.
So... Yeah. If MY ACCOUNT says "turn off" or "turn on" the lights - specifically Hue lights - I get "I don't know how to help with that" but I can set colors or change brightness/temperature of colors, etc., of the Hue Lights.
It's just the Hue Lights too. I have a different brand's light strip in the dining room, and I can turn it on or off by voice.
So, specific issue is with my Google Account and Phillips Hue lights.
