Look and Talk not working on Nest Hub Max

I just purchased and set up a Nest Hub Max.  I connected my Google Account/Profile.  I also turned on Face Match and Voice match and trained both multiple times.  I do not have any other nest devices and do not have the active monitoring turned on (camera is not in use).  

I do not see an option to turn on Look and Talk under assistant settings and I do not get the three horizontal dots in the upper left corner.  Google Assistant does work if I say "Hey Google", but the device doesn't seem to have Look and Talk enabled.  I can't find anywhere in the settings to toggle this feature on/off.

I think it is working properly now.  I deleted the Google Home app from my phone and reinstalled it.  The option to turn on Look and Talk showed up after that.
