My flatmates are connecting to my google nest speaker as we share the same wifi and annoying me, i turned off the option let others cast but still they are easily connecting i don't know why.

Anyone on the same wifi network can see your Nest speakers/Hubs. You could setup a travel router, and hook your phone and Nest devices to that network, and not share the password, but they will still be able to use voice to control the speakers.

How to setup the travel router

They are used mainly for inside hotels, but the also work for communal lining situations like college dorms. Heres a list of top rated ones. They may differ depending on where you live.

Isn't there any other option to restrict them

If they are on the same network no. These are "home" devices meant for sharing.
