It turns out this has been intentional.
Now Google has completely disabled calling 3rd party phones now. No longer possible. You can't say Hey Google call 123.456.7890.
Doesn't work anymore. Only contacts in your address book can be called now.
So if you call any number, even to reserve a restaurant table, you have to have that restaurant phone number in your address book.
