Ive seen other threads on this but no solution, can someone please help?

Could you tell us how many speakers are involved in the speaker group you created? Have you already tried rebooting your speakers and see if this would make any changes on its behavior?
Let's also try moving the speakers closer to each other and let's monitor if this will fix this.
Let us know how it goes.

You must not have read my question because the 1st sentence says I have 2 speakers in the group.
They have been rebooted many times.
Moving them closer or farther apart has no effect.

Chiming in to ensure everything is covered here. To confirm, do you have the same issue when the Nest Mini is not connected to a Bluetooth receiver?

Yes I have the issue, the nest hub is the speaker that delay is not changing on.

Could you send a video showing the issue on your Nest Hub when grouped with your Nest Mini. Please do not connect any Bluetooth speaker on your Nest Mini first. Play music so we can check the device behavior. Also, please provide the current firmware version of your Nest Mini and Nest Hub.

Why would I disconnect the Bluetooth?
The whole point of the delay is to sync speakers when one is delayed. If I take it off the Bluetooth, there will be no delay, and therefore no need to sync. Can someone with more applicable knowledge please respond?

Sorry for the misunderstanding! Have you tried these steps?: How to correct group playback delay. The article mentions that you should always increase the group delay correction for the speaker that is playing last. I'm not sure if that's your Nest Hub or your Nest Mini, but thought it might be helpful to highlight.
If those tips don't do the trick, let me know.
