can't reset citation one to rid previous user

I have two harman kardon citation one speakers that have worked well for years.  But last couple of weeks they have been problematic.

I have uninstalled and reinstalled Google Home on android phone and reset both speakers.

I am now in a loop.  I try to setup the speakers and get “This device was previously set up by a different user. Please factory reset the device”.   The reset button doesn’t seem to do it.  And I can’t connect to wifi.  Are they bricked?
