home mini won't complete setup

I first set up this device at my old house and everything went smoothly, setup was easy. 

I have since moved and my mini will not set up. 

I feel I have tried everything, rebooting, resetting, turning on and off for both the wifi and the mini, reinstalling the home app, everything. 

my mini will only respond to commands with "Your Google Home isn't set up yet, to get started download Google Home on a phone or tablet."

I go on the app to set up the device and every time it gets to the end where it will test the google device and say "Now let's test it, start by saying okay google whats the time." or along the lines and I say it and it responds with the above line, prompting me to click no response which then shows a google help page. 

I have done all the steps in the help page, and have tried to follow steps from people in similar situations however it doesn't seem to work. 

It also does not emit its own wifi therefore not letting me connect through mobile data on two devices to set it up that way. 

I have tried for weeks, given up for months, let it sit apart and off, and trying again now but nothing seems to work. 

Not sure where to go from here as right now it is useless.

I have been having trouble with two Google Home Mini speakers for the past two months. They were working fine for several years. All of a sudden they stopped working - same message on both "Your Google Home isnt setup yet. Download the Google Home app..." I have done a factory reset on both devices several times, done a fresh download of the Home app on my Pixel phone and my tablet...same result every time. Get that same message on both devices. Device info: System firmware version: 415414 Cast firmware: 3.73.415414. Please help!!!

Mine does the sa.e thing.   I cannot get iget it to complete setup!  Have you gotten a resolution?
