Android TV: "Live TV" Takes over Casting so other devices can't connect

There's not option for Chromecast built-in so apologies if this is in the wrong forum.

I've just got a Toshiba Android TV (model: 43UA2B63DB) which has Chromecast built-in. I have noticed that it does not always show as an available casting device but when I go to Chrome on my laptop it shows 'Lounge TV' as 'casting Live TV' with an option to 'stop'. Once I hit 'stop' then the TV is available to cast to. So we connect the Oculus Quest 2 and it works fine. But as soon as you remove the headset it switches the casting back to 'Live TV' and it isn't an available device again until I get my laptop and press 'stop' to casting 'Live TV' (or go to Google Home app, select the TV and tap on 'stop casting'). With my actual Chromecast, removing the headset did not cause any issues - the screen went black until you put it back on again. With Chromecast built-in it seems to 'turn off' as soon as there's no signal even though the device is still actually casting.

Does anyone know how to stop this from happening? I don't really want to have to plug my old Chromecast back in again just to cast the VR but Android TV OS doesn't appear to have an option to 'view' the Chromecast input manually in order to stop it.

Or does anyone know a way to stop it switching back to casting 'Live TV'. Surely what's on TV (which isn't being watched) does not need to be broadcast to all connected devices?

EDIT TO ADD:

Could this be related to the 'control your TV with the phone' feature? It asked me last night if I wanted to set it up and I did. I'm wondering if the TV needs to 'cast' in order for that to work in the app?
