When in a kid profile,hitting the assistant button displays a message that assistant is not enabled for this profile. Do not see anywhere to enable it.

In the Family link parent app click on the child, manage settings, Google assistant, add (child name) to new devices.

Don't have "Google Assistant" under his Manage Settings. Only Google Play, Profile Info and Privacy Settings.
Google Assistant is under none of those.

That is strange! At this point, I think it would be beneficial for you to contact Chromecast support to see if they can dig a little deeper into this issue with you.

Hey there Bryan O,
I would encourage you to check out this article called "Let your child use Google Assistant on your devices". It goes into depth on how to get the Assistant activated for children's accounts, as well as what they can and can't do. On top of that, make sure that your Chromecast with Google TV doesn't have "Apps Only" Mode enabled, as it does deactivate the ability to use the Assistant.
