CEC partially works

I have a Vizio TV - CEC is enabled and I am able to discover my chromecast device. 

CEC works to power the TV on and off, but it does not work for audio. I am unable to adjust the volume (up or down) as well as mute the TV. The input feature also does not work. Any thoughts? 

 

The firmware is all up-to-date and it works fine otherwise. I am just using two remotes still.
