After I accidentally clicked "never ask me again" when a cast dialog asking if I want to optimize full screen video, chrome no longer able to optimize the full screen video.
What I tried resetting the Google Chrome settings to default. It doesn't resolve the issue.
I tried downloading Google Canary , and the issue is gone! So I can confirm it must be a hidden config at Chrome side, the question is, where can I find it so that the "optimize video" appears again?

Thanks for posting here in the Google Nest Community. A few questions: what Chromecast device do you have connected to your TV? Were you able to cast apps from your smartphones? What other steps have you tried?

The only step to make the dialog showing again is to remove the config folder `/Users/<USERNAME>/Library/Application Support/Google/Chrome` completely. I think this is definitely a Google Chrome bug.

Yes, it is. However, if possible please send a note to Chrome team about this! Because this is a very annoying bug!
To fix this bug from a user's perspective, I need to clear Chrome sync data, and then remove local Chrome setting data and log out for all devices, basically start everything freshly ...
