Chromecast Flickers Black and Dolby Vision Appears

I am no longer able to reply to the previous conversation I had started concerning this issue. Here is the link for my previous conversation:

After trying all the troubleshooting steps, and the problem increasing in frequency, I finally factory reset my device. However, the problem is still occurring.
