Hi there,
I've bought a Chromecast HD with Google TV few months ago. My TV is a Samsung's 32 inches basic LED TV. Everything was working fine. But few days ago, I hav been facing issue with the Voice Control Remote.
To be exact, I have changed the Remote Battery and after that it was working. Suddenly I started to experience issue. Every time I power on the TV it asks me to pair the remote as we all usually do in the first set-up. We face electricity failure 5 to 6 time daily. So, every time the electricity went off and on when I start the TV it shows me set-up wizard 🪄 to finish linking the Remote.
I am pissed off with this everyday. I tried resetting the device but still I don't see any fixes.
Please help.

This set-up wizard that pops up, is this on the TV itself? Based on your description, it seems the TV itself rejects the remotes and accessories it was paired with when this power interruption happens. It’s similar to certain devices (routers, smart TVs, etc.) that refresh the RAM, and the files are lost. In this case, the TV's infrared modules. The best way to confirm is to set it up on a different TV to see if the same behavior persists. Let us know how it goes.
