When I open the Google home app page I press start and then it takes me to the next page but gives me no options to add a device or to click okay to move on

Thanks for reaching out. Is this an initial setup for your Chromecast device? Please reinstall the Google Home app and reboot your mobile phone. Using a different mobile device might also help.
