I have a newer Verizon FIOS G3100 router and can't turn off AP isolation to connect a chromecast

Verizon FIOS G3100 Router in the basement and wired into a similar G3200 extender.

I log into the router, and have tried a few things, but cannot seem to find where to disable AP Isolation as the Google Home App says when it fails to connect my 2 different chromecasts (ultra and a 3rd gen). It gets through to the end, then always ends in the "AP Isolation error" popup.

I've also logged in to my extender, but the settings are way more limiting and there's nothing even about UPNP or IGMP.

On the router settings,
I have UPNP enabled.

"Enable Automatic Cleanup of Old Unused UPnP Services" is disabled as I saw recommend on another forum.
There's a routing tab with some IGMP settings, and I tried disabling both the 2.4 and 5.0 settings. 
I also tried disabling all 4 settings including ethernet/coax at once.
Factory resetting the chromecast after every new attempt.
I'm out of ideas.

Also, guest network is off for both router and extender, as I've seen that suggested in some forums.

Turn off Self Organizing Network.

Is the extender set to AP mode if available?

Nope. There's not setting like that in the extender.

There's "self organizing network" (SON) set, but no AP mode.

Self Organizing Network is the equivalent of AP isolation mode on Verizon products.

Turn it off.

You will have independent names for the network bandwidths.
