We'd like to install a Chrome Cast device on an older TV in our clubhouse and have it available for multiple users to cast from their iphones, android phones, tablets, laptops, etc. for various functions. Is this possible? If so, what do they need to do to cast?

Absolutely,
ANYONE that is connected to the same WiFi as the Chromecast device can cast to it without restriction (no need to pre-validate),
Of course, this also means that anyone else at the meeting can suddenly send a cat-video. But, hopefully that won't be a problem.
There is no way to put a password on the Chromecast to limit who can cast to it.
