My 2nd generation chromcast didn’t turn on. It still has guaranty if a bought in January 2021?

Most Chromecast devices have, at least, a 1 year warranty.

Did you try a different power-block and cable?  Only the Ultra is picky about its block.  All the other ones use standard power adapters.  If it won't turn on at all, it could just be your power adapter or cable.
