Why are lines on my display, and circles around the words.

I recently bought the $100 google chrome streamer 4k, and everything is working well, however, the display is not. It seems as though there are lines everywhere on my display screen, circling some of the words as well as even on movies that I’m watching on apps like Netflix and HBO Max. 

If there is any help with the changing of setting that I could do that would be awesome. Full disclosure, I just bought it today so this is my first day of accessing it. Thank you in advance, it’s extremely distracting while watching movies.
