chromecast with google tv 4k x265 with framerate of 23.976216 stutter

Chromecast with google tv 4k x265 formated 1080p mp4 file with framerate of 23.976216 file stutter.

It plays fine if framerate is 23.976024, but if framerate is 23.976216 it stutter.

I have reported this issues long time ago, more than years ago, it seems like google is not doing anything about it.

Is it the hardware issues or software issue?

never mind I think it's the problem of kodi not CCWGTV.

tested over smb to vlc it plays fine
