I’ve restarted my whole chromecast, updated my phone, updated my apps, made sure my local network access is on, and I still receive this message:
bedroom tv may be set up, but we could not communicate with it from your iPhone. Make sure that you have enabled local network access in your privacy settings and try again.
i don’t know how else to solve this issue, I cannot restart router because it is a student apartment complex

We don't have or use Chromecast, but if you are in a student apartment complex where the university or someone else controls the Wi-Fi setup, including permissions, you might want to try to contact the network administrator for the Wi-Fi network for your complex and see if they have any suggestions.

I’ve connected to the wifi, I can’t establish a connection to my phone and chrome cast.

I assumed that, but your issue is communicating between Chromecast and your TV, and the setup for those communications may be different on a school's Wi-Fi network, where they control all access.
Other customers in this forum report issues with some of their Google Nest devices when in on an institutional or school Wi-Fi network.

Hey there lani,
No problem at all! Were you able to speak with the school's network administrator regarding this issue? Like MplsCustomer mentioned, they may have a way to allow Chromecast devices to function on their network or be able to provide an alternative solution. If not, you may be able to cast using a mobile hotspot instead, though this method isn't recommended as it's pretty inconsistent.

I was able to, and they were able to come up with a solution either, how would I do the mobile hotspot?

Hey there Lani,
If you have unlimited data on your cell phone, here is how to enable mobile hotspot. I would only recommend it if you have unlimited data since casting can be pretty data-heavy. What you would do is enable mobile hotspot, connect to that network with the Chromecast, and set up the Chromecast. Now, you may need to use another device, such as another phone or tablet, to finish setting up the Chromecast. Like I said, this way is a bit finicky, so let me know if you are able to get it set up.
