only two chromecasts show up for speaker groups out of three

I have three chromecasts with Google TV all purchased at the same time. All three are connected to Google home. When I go to create a speaker group, only two of them show up. All three of them are on the same Wi-Fi network. How do I resolve this?

 

Please do not tell me how to use the app to create groups. That will only frustrate me as I've already done that.
