Think I've resolved this to being a low battery. At 2.9 volts they were not low for most devices but for nest they were. The batteries were put in brand new when I was installing the nest. I had challenges getting the correct leg of the 24v transform...

Yes they can. Best solution is if you have an unused T stat wire going to your location. The T stat C terminal needs to be a wire to the 24 volt transformer, the same wire as which goes to your zone valve
