254 sounds like you're setting an IP and not a port? Have you given whatever device is hosting the server a reserved IP?

No that won't work as the PC would be getting it's IP from the ATT router DHCP still.Why can't you use the cable from the ATT router to your PC to connect the Nest Router and then cable from the Nest to your PC? You can put a switch between the Nest ...

Your network needs to be -ATT Fibre - ATT Router - Nest Router - Desktop PC.You're not going to lose much by putting the Nest router in-line.
