Nest Hub Max says I need to remove from home, however I have removed it.

I recently moved so I removed the Nest Hub from my home and factory reset it. It doesn't show up in my google home app or my nest app. When i go to set it up when i get to the Wifi configuration it will not connect and say that the device is still on...
