Thanks all. My final solution was to return the set as defective (thanks Amazon) a 2-pack of Nest routers. These have set up flawlessly.

Google Home will find the points, but that's where the process halts with the activation process. The usual next step would be to scan the QR code, but that doesn't happen.

Thanks for the link. Ended up chatting with tech and they have been less than helpful, just stepping through the steps that I already know don't work. That the Device Utility app is missing from the Play store was news to them. So far, no solution.
