Google support resolved my issue. Instead of adding the new Nest Cam to the primary home I use in my Google Home app, add the new Nest Cam to a new Home profile [or a different profile in the Home app]. This worked immediately. When trying to add a n...

Thanks @MplsCustomer. I have in fact tried all of those options and no luck. I think I may indeed have a defective devise. Will work on getting a replacement - its never this hard.
