Nest thermostat does not change the temperature

We have the Nest thermostat Learning 2nd generation. When we set the temperature, say 28C, the room temperature always stays at 20C. I don't know why.

Hi Archie,Thank you for your reply. We just moved in the new house in the UK and are learning how to use the thermostat. There is no error on the display, so we don't know how to troubleshoot it.
