For anyone else struggling with this issue, it's clear that all you have to do after a power outage is simply go replace all of your network equipment. Thanks, Google

Thanks for checking in. After multiple diagnostics - including putting in another router, which came right up - I concluded my router was bricked. I went to Best Buy and bought another, and it came right up.
