Nest Learning Thermostat not working correctly. Not reaching the set temperature

I just purchased a new place. It has a Navien heat system. There are 2 Nest thermostats already installed. One is working and the other is blank. I have linked it to my Nest app on my phone. Added it to my WiFi. Set temperature at 65 but it has not r...
