Setting up outdoor camera but the serial number doesn’t come up

Camera has no QR code. Used the setup code, went though the steps and when we get to the page for the 4 digit serial number they never show up. I’ve tried hard reset waiting 10 seconds and yellow light. Suggestion?

It was my moms. Outdoor/indoor (battery). Model G3AL9No QR code is shown. I have 3 indoor cameras currently working perfectly. Used though Nest app.
