Camera has no QR code. Used the setup code, went though the steps and when we get to the page for the 4 digit serial number they never show up. I’ve tried hard reset waiting 10 seconds and yellow light. Suggestion?

Which exact camera do you have? They all should come with a QR code that's above or below the Setup Code, either on the back or bottom or base of the camera.
The newer Google Nest cameras introduced starting in Sept. 2021 get installed in the Google Home app, while older cameras get installed in the Google Nest app. If you try to install in the wrong app, you may have problems with the serial number not showing up correctly.

We have had a Google Nest Cam (outdoor or indoor, battery) for almost 17 months. It is installed ONLY in the Google Home app. The QR code for this camera is only printed on a removable sticker on the front face of the camera, so you will need to install it using the 6-character Setup Code, unless you happened to save the QR code sticker as recommended.
P.S. Your mom should first remove the camera from her Google Home app while connected to her Wi-Fi Network; if that action does not automatically also perform a factory reset, then you'll need to do that as well before trying to re-install it in your Google Home app.
