Google nest fan won’t stop running when on heat

I installed a Google nest with out heat pump, everything works when set to cool. When I change the setting to heat or heat/cool the fan will run continuously. The fan is not running at full power but still running. What could the issue be?

Hi Renz, I am in North America, I have a Google nest smart thermostat. The blower is a Goodman and the compressor is a Mr Cool heat pump.
