2 Nest thermostats. One starts heating OK, the other only starts water

I have a setup with two Nest Thermostats. One controls (1) Heat + Water and the other (2) only heat. Thermostat (2), starts the boiler (gas), when I increase temperature... No pb there. Thermostat (1) will start Water, but will not start Heating (??)...
