After several restarts and factory resets, it seeeeems to be working now. I will watch it for a few days and see if it continues to work.

Same issue here. Brand new Nest Thermostat. Room temp in the termostat seems locked at 22C. Ambient temp is much cooler and heat is not coming on. Have tried restarting several times and also doing a factory reset.
