Wired backhaul ignored unless cloud services are enable

I have a Nest wifi router (model: H2D) and three google wifi access points (model: AC 1304). They are wired through a TP-Link switch (model: TL-SG105). When I have cloud services turned off they report using a wirelss connection despite being wired. ...
