Nest thermostat message "delayed for...minutes"

While the heat is on, I sometimes get a message on the Nest thermostat display "Delayed for [x minutes and seconds, counting down]." What does this mean? Does it indicate a malfunction?NOTE: I couldn't find any topic addressing this in Support.
