Thermostat (1st gen Nest) won't turn on heating on in any of the modes,
incl. Eco. But heating comes on for a few minutes when temperature drops

Normal heating operation may get disabled if the room temperature
reaches (near) your safety temperature setting. Once that happens
thermostat won't call for heat no matter what heat temperature you set,
only "safety" temperature seems to be turning ...
This thread seems to have identified a software issue which disables the
normal thermostat operation when safety temperature is reached. This is
