Google Home app requires bluetooth on first launch

This wasn't the case in the past, but for some reason Google Home app was changed at some point to require bluetooth to be turned on on initial launch after installation. I fail to see any reason for this requirement. Bluetooth might need to be enabled when connecting new devices in the app but it is not required to control existing devices that have already been set up in the Google Home account prior. The problem is, when a user needs to install the Home app on some other device that does not have bluetooth to control existing smart devices, this is no longer possible since the app asks for bluetooth to be turned on on initial app set up and does not let you proceed without it.
