The problem with the camera is that the camera boots up then the blue light goes dark. The camera won't enter pairing mode despite leaving the camera unplugged for more than two days.

Connected the camera to PC and launched Nest Cam Setup (Windows).exe file.

Browser shows URL " https://home.nest.com/#camera/failed/setup " and when proceed to click up a home to set up this camera then get message "We ran into a problem completing your setup error (309 dash 400)"
