Option to use presence for an automation is not available

I am trying to setup automations using presence sensing.  I have enabled the presence sensing in settings, as well as, the requirement to "Always Allow" location sharing.  I have also done this on my wife's phone (android), which is the only other device that will be used for this feature.  

When selecting setup of a new automation (household type), there is no option to start the routine based on presence.  Only voice commands, time, sunrise/sunset, and based on another smart device.  Same situation on my wife's android phone.

If I manually set my app to "Away" mode, my Nest thermostats go to Eco mode but I don't know what's controlling that as no routines in my Automations menu are currently set to do that, not even the Home app default "Leaving Home" routine.  And there's additional actions I'd like to occur when I leave/come home.   And none of the actions I've added to the "Leaving Home" routine occur when my mode changes to Away.

Where is the option to start a routine based on presence?!

Ahhh...you have to use Personal Automations.

"When I arrive or leave a location" is the starter you would use.

That option does not appear in the Personal automations either.   And per Google's own instructions, it's supposed to be under Household

Household Routines

Household Routines help automate shared home devices for everyone in your home. For example, if you've turned on presence sensing for your phone, your cameras turn off automatically when you come home, or when you manually set your home's status to Home.

  • Only eligible home members with manager access can create or edit a Household Routine.
  • Anyone in the home, including guests, can start most Household Routines.
  • All home members can check when a Household Routine starts. This info is in the Google Home app, in the Home history.
  • They can start when a device turns on or off.
  • They can't give personal results like events or reminders from a home member's calendar.
  • They can start when everyone's away or when someone comes home. Learn more about Home & Away Routines.

You might find automations created with compatible third-party apps. You can check and start third-party automations in the Google Home app, but you can't edit or delete them. Learn more about third-party app automations in the Google Home app.

Note: Home & Away Routines are different from the "I'm home" and "Leaving home" ready-made personal Routines, which can't use presence sensing to determine when to start.

By the way, have you allowed the Location Permission in ...Phone settings > Apps > Home app > Permissions?

That is VERY strange as the screenshot below are the starters available in my Personal Automations. The reason it should only be in Personal is because you're utilising your personal location from the GPS on your phone.

From the information I've read you use Home and Away routines in Household automations...English (United States) language only. The voice command "Everyone's Leaving" would set the Home to Away Mode. 

I haven't been able to set up Home and Away routines.

Google has made this feature WAY TOO complicated. Alexa is much MUCH more simpler.

But be aware that presence sensing takes time to initiate. Sometimes 10 minutes or more depending on factors.

I would prefer Home and Away as it's an immediate action before even walking out the door, although it's not automatic.
